In October 1986, two women are found murdered on the outskirts of a small town in South Korea. Local detective Park Doo-man, not having dealt with such a serious case before, is overwhelmed – evidence is improperly collected, the police’s investigative methods are suspect, and their forensic technology is nearly non-existent. Park claims he has “shaman’s eyes” and can determine guilt based on eye contact. He decides to question a scarred and mentally handicapped young man, Baek Kwang-ho, because the man used to follow one of the victims around town, and his partner Cho is able to beat a confession out of the suspect.
With the murders continuing, but without any progress in the investigation, one night Park and Cho are at the latest crime scene when Seo arrives. They hide, and then Seo hides when a local man arrives. The man begins to masturbate over the spot where the victim was found and the detectives all chase him. They catch him, and Park and Cho start their process of beating a confession out of him. While this is going on, Seo, with Kwon’s help, finds a woman who was raped, but not killed. She reveals that the killer’s hands are very soft. Seo uses this information to clear the man who is in custody, as he has rough hands. Infuriated that he lost his suspect, Park scuffles with Seo.
Because the detectives do not have any concrete evidence against Hyeon-gyu, they have to release him, but they keep him under surveillance. There is a potential break in the case when semen is found on one of the bodies, but the sample has to be sent to the United States to see if it matches Hyeon-gyu’s DNA. While they are waiting for the results, Park learns that Cho’s leg will have to be amputated because the nail caused tetanus. One night, Seo loses track of Hyeon-gyu when he falls asleep and his car will not start. That same night, a young girl is killed. At the crime scene, Seo recognizes the girl as one he had befriended while investigating.
